Planning, design and review

Shelter planning

Shelter safety depends on a defined hazard, a specific site, applicable requirements, and evidence for the design and how it will be used. This page is an information overview, not an engineering specification or approval.

Planning principles

01

Define the protection scope

Start with the hazard, intended use, location, and applicable local requirements. FEMA P-361 addresses tornado and hurricane safe rooms; it is not a universal shelter standard.

02

Review the whole site and system

Site conditions, structure, access, ventilation, fire safety, power, and communications need coordinated review by qualified local professionals. A product claim by itself does not prove system performance.

03

Plan for people and ongoing operation

A responsible project documents who the design serves and what has been checked:

  • Accessible routes, entry and exit
  • Ventilation, fire safety and communications
  • Inspection, maintenance and design changes

What this page does not provide

No shelter directory, live availability or occupancy capacity, site-readiness status, engineering design, or certification is published here. Site-specific decisions belong to qualified local professionals and the relevant authorities.

Public safety references

These official references cover specific topics; they do not certify a site or replace local requirements.

Contractor information

The Contractors page describes the published contact and selection process. An enquiry is not a verified project, service commitment, or engineering approval.
